IPA is a semi-governmental organisation under METI responsible for IT security promotion and practitioner certification in Japan. The RISS (Registration of Information Security Specialists) programme has certified 23,000 practitioners against a 2030 target of 50,000. The annual Ten Major Threats report is a widely referenced document within Japan FSI security teams. IPA’s role is primarily educational and standard-setting; it does not have regulatory enforcement authority. The pace of RISS certification growth, while on track for the programme’s own target, is insufficient relative to the 110,000-role gap it is meant to address.
